The Xiaping Landfill Gas to Natural Gas Project, a landfill gas purification and natural gas production project undertaken by CSEE as the EPC general contractor, was successfully put into operation at the Shenzhen Xiaping Waste Landfill on March 9, 2015. Leaders from Shenzhen municipal government authorities, industry associations, partners, financial institutions, fund companies, renowned media reporters and other individuals attended the celebration event of the project.

Urban solid waste disposing of landfill produces biogas. The landfill gas emits a slight odor due to its hydrogen sulfide content. According to a report in “China Environment News”, in 2015, sanitary landfills account for 75.6% of the harmless treatment of urban solid waste. Based on calculations with an average waste moisture content of 50%, degradable organic matter of 60%, and a conversion rate of 40%, the landfill gas production per ton of waste is approximately 126 m3. If all landfills nationwide collect gas (with a 50% collection rate), the annual collectible landfill gas can reach 6.3 billion cubic meters. "It has broad market prospects." To create low-carbon cities, build an environmentally friendly society, further reduce odor pollution, and turn harm into benefit, this project was invested in by China Water Group and constructed by CSEE. The project adopts the Engineering, Procurement, and Construction (EPC) general contracting model, with a construction scale of 120,000 m3 of landfill gas treated per day.

Xiaping Landfill processes 4,000 tons of domestic waste every day, covering parts of Luohu, Futian and Yantian Districts. It is understood that since its operation, the project has collected a total of more than 350 million cubic meters of landfill gas; the cumulative carbon emission reduction has reached 2.5 million tons, with various data ranking first in the country.  On the one hand, the implementation of this project can control the odor generated by landfills; on the other hand, it can convert biogas into energy, turning waste into treasure. Relying on the core technology of Chengdu Institute of Organic Chemistry, Chinese Academy of Sciences, gases such as CO₂, O₂, and H₂S in biogas are separated to produce industrial or civil natural gas that meets national requirements. After the project is put into operation, it is expected to produce 45 million m3 of natural gas annually, with an annual output value of 120 million yuan and an annual carbon emission reduction of 800,000 tons, making outstanding contributions to Shenzhen's appearance and environment.

The project began construction in 2014. It can control the odors generated by landfills and convert biogas into energy—natural gas. The successful commissioning of this project has set a typical example for the utilization of landfill gas and energy conservation and emission reduction in domestic landfills, and has also established a benchmark in the field of landfill gas-to-natural gas production in China.
